The country’s leadership envisaged a progressive kingdom capable of tapping into its social, cultural and economic potential. It aimed to stimulate economic diversification, attract foreign investment, boost GDP and draw millions of visitors, while also providing new economic, leisure and entertainment opportunities for Saudi citizens. One of Vision 2030’s primary goals was to transform Saudi Arabia through large-scale infrastructure and development projects, including allocating “prime areas within cities for educational institutions, retail and entertainment centres”. Although giga-projects were not specifically mentioned, the plan identified construction as a key enabler of diversification, calling for the creation of entirely new cities and destinations that would attract private investment, stimulate tourism and enhance quality of life. Eight years later, a handful of those giga-projects have begun to bear fruit, while others face uncertainty and the prospect of being scaled back . Lower oil prices and associated economic headwinds have led to fiscal tightening in the kingdom and beyond, with giga-projects bearing the brunt of cuts. Images all supplied “There is a clear focus on ensuring that the kingdom continues to deliver value in accordance with Vision 2030,” says Haroon Niazi, Middle East and Africa board chair at the Royal Institution of Chartered Surveyors. “On the ground, we can see that budget spend remains challenging, with projects being required to demonstrate tangible alignment with national priorities and global visibility.” There are signs, however, that a corner is being turned. David Owen, a senior economist at S&P Global Market Intelligence, points to a recent construction purchasing managers’ index survey by S&P on behalf of Riyad Bank and not made public. While the survey says construction firms reported lower than average growth in new orders since mid-2024, more recent data points to modest recovery in demand growth, which should support the industry and major projects. Investor confidence may actually be boosted if more realistic versions of the projects are now being developed In June the International Monetary Fund raised its 2025 GDP growth forecasts for Saudi Arabia to 3.6 percent on the back of expansion in crude production and smaller than expected declines in global oil prices. Saudi Arabia has the world’s largest construction pipeline – valued at $1.5 trillion in unawarded projects as of the start of 2024, according to consultancy JLL – and there is a growing consensus that recalibration is not only necessary, but beneficial. “Investor confidence may actually be boosted if more realistic versions of the projects are now being developed, rather than the somewhat fanciful and aspirational nature of the originals,” says Kristian Coates Ulrichsen, Middle East fellow at Houston-based think tank the Baker Institute.
